The way it will work is, everybody has a bitcoin account on your server. You give them an encryption key, and they can effectively "log in" to their account and send a payment through to anyone. But the payment is sent with bitcoins kept on hand, and is "reimbursed" in the meantime by slowly processing the money you sent. Thus, the repository needs to keep a pretty big supply of cash on hand, but they get a small middleman fee
