Because to stream, you don't need to own what the servers are made of, you just need a bit of custom hardware encode/decode blocks and a framebuffer. What little storage and RAM are needed could be built onto the same chip and totally inaccessible. And that's all they'll sell you.

If you also assume an eeevvvill conspiracy, then you can't make your own modern hardware, because modern fabs cost 10+ billion dollars; far too big an operation to successful keep secret.
If we're super lucky and printable circuits become viable before everything goes to shit, we could still make some crude but serviceable hardware. We're talking like 1980-tier performance though.
If we don't have even that much, we'll have to make individual single transistors and wire them together like it's 1959.
