It's a tool to draw rectangle, not a tool to select a zone to fill with color.

Border only is just modifying the selection to select border only. Anyway, I don't see how it's supposedly difficult in Gimp. I was able to figure it out, despite needing to install gimp for the first time when replying to this thread.
