on a phone? I don't mean airplane mode for data, I mean to change the wifi's dynamic ip address. It works fine on pc but Idk how to do it on my phone. I searched for hours on google for a solution and I even tried installing apps but there was nothing that worked.

I know you can do it in a root terminal, but syntax depends on android version. You would have to search a more useful website obviously.

Airplane mode switches both mobile data and wifi, so it refreshes both IPs. If you want just wifi, do the same with the wifi toggle.

It seems like you're trying to get a new IP address.
The DHCP server should govern the distribution and 'recycling' of IP addresses.

If it's your DHCP server, you can review/configure the 'recycling' aspect.

If it isn't your DHCP server, go static or change your MAC address.

Why don't you just set a fucking static IP on your device and then change it when you want? Why do you want to change your local IP anyway?
