It's the html tag to signify text should blink. So for example, if you were converting a printed book to html, and text was blinking, you'd use the tag to recreate the blinking effect

HTML is a mistake. What should be sent to the browser is a simple data format like json, along with templates to render the page, in fact the browser should have the option of only requesting the raw data so that it can present it any way it wants to to avoid downloading unneeded presentation data.
