While Linux is free to use, commercial support isn’t and when you factor in that you have to pay for support as well as having to pay a higher wage for your sysadmins that have Linux experience you don’t come out much better than if you just purchased Windows licenses which come with support

This actually makes a lot of sense. Most Chinese people don't have computers, they have Android (Linux) smartphones which are now powerful enough to run desktop applications. Obviously specialists will still have to use Windows, but that market pales in comparison to the consumer market.

With Microsoft you can hire less skilled people because it is much easier, so you hire more people that are less skilled.
Most businesses/governments prefer the latter case rather than the former. Even though the former is ultimately going to win out.
