What is a full free speech alternative to discord?
It needs to be free, have the ability to make huge public easy to access chats (like the ones on discord and IRC) and not have any censorship of any kind (unless of course its something illegal like CP, but things like loli hentai should be allowed). Also, would be nice if it worked in linux.

Why not just host a group chat on your home server?
IRC for text chat, mumble for voip.
It's kind of unwieldy and not as easy to get people into compared to botnet discord, hence it's not very popular.

Some people try their hardest to hide their servers by only advertising them to small amounts of people and even those get discovered and banned. It is very obvious that discord has a team of global moderators that can enter random servers at will without you noticing and check to see what's happening, possibly even ban you.

In some states it is more regulated than on others, but by default it is legal. I believe the only case of somebody getting arrested over it in the US happened in Texas, which happens to be in the red.
