Left or right for local access bare metal machines. The opposite for VMs and remote access.

Top is the patrician choice.

Placing it on the right is better.
We tend to scan images from left to right. By placing it on the left, you are giving it unnecessary importance.
That said, on a 16:9 monitor, or wider, placing it either left or right is much better than placing it on the top or bottom. You want to save as much vertical screen real estate as possible.
On older 4:3 screens, though, it doesn't feel as nice. In that case, I place it on top.

I've always used a side dock or taskbar since I started using LCDs which are mostly widescreen.
I want to point out though that 4:3 is still wider than tall and even on the tiny 640x480 you still have 60px wider which means you can fit a taskbar on the side and still have a wider-than-tall usable application space.

Actually I lied, on my desktop I have two vertical monitors and two horizontal, on one vertical one I have a panel at the top, on one horiz one I have panel on the side.
