No, before overclocking, the core speed would be 3800MHz and would boost to 4.4GHz on as many cores as it can before it hits voltage or thermal walls. Unless you have insane cooling, you're unlikely going to hit 4.4GHz just by the CPU boosting by itself.

I chose two similar systems at the same clocks on the GPU. The amount of memory and Windows 10 version should not make that big of difference in this instance.
