I play a broad selection of games old and new. Wreckfest (being one of my favourites) will do 90-100fps on my courses. Deus Ex mankind divided will soar from the 50fps~ in the hub areas to 80-90 when inside.BallisticNG (which runs on potato) runs a locked 120fps. GRIP will run in the 60-80 range on most courses but as the game is on UE4 it hates AMD in general.

Bottlenecks are not always relevant. Maybe he had an older GPU with his 2600k and then upgraded to this, with the thought that the 1080 will still be good later when he upgrades his CPU. A PC is not always planned out to be a complete, finished product.

1080Ti is 12 billion transistors. It's only 1.3 billion less transistors.
Though to be fair, it's also better than the 1080Ti in some ways, such as HDR 10, async compute support, etc.

It's a balancing act between being worthwhile of an upgrade (why pay $380 for a 5700 when Vega 56 was only $300 and is 85-90% the same perf?), and leaving people still desiring an upgrade within the next 3 years.
