This is not about "unlimited", this is about "buying 1 game on steam" will exceed the limits. And those are the *DAYTIME* limits, never mind the evening time ones. Streaming Netflix HD for 2 hours puts you over the evening limit. That is the problem here.

With the size of your islands, you should've had a full fiber network to the ENTIRE country by 2010. Instead you've only really STARTED installing fiber as of 2010/15. With the vast majority of the country stuck on much older copper infrastructure.
