Wireguard requires logs and any VPN that uses it blatantly lies about logging.

With static IP addresses stored on the servers(required by Wireguard) you map uniquely and permanently an IP address to a user. Once that IP address is discovered (no need to crack the server) the correlation is done because they know which user always has that IP address, even if they don't log traffic, and they would give away the information under a court order.

This is not possible with OpenVPN, as the dynamic IP addresses are never correlated to a user once the session is over, they are lost. So if the attacker asks "who has that IP address?" with OpenVPN in the setup they don't know, while with Wireguard in the current (at the time of writing) stage of development they would know.

None of them. When you use one of these VPN services you are routing all your data through a single server. If someone wants to spy on your activity, this makes it child's play to do so. And most of these VPNs are run through layers of shell companies and fake fronts to make the operators almost anonymous. If they do steal your data or do anything else malicious it's unlikely they would ever see any legal punishment or retribution.

TOR isn’t exempt from this issue, your last (exit) node on the TOR network has access to all your traffic, much like your VPN server. Ultimately any secrecy protocol will rely on someone passing your “secret” data to the outside world, and if that entity turns out to be a snooper you’re screwed.

Azirevpn claims to have a custom written wireguard protocol that doesnt require server logs but I havent looked into how it works.

Renting servers and VPS then installing Openvpn or wireguard. Those VPNs that have "2000" locations usually resort to VPS and are not fast nor reliable nor safe when it comes to privacy. Good VPNs vet their data centers they use since some can do nefarious things. They also tend to stick to servers and not VPS since they can be locked down with encryption and can even go the distance to run on RAM only so nothing can be stored when it comes to logs. This way if anything is seized there will be nothing unless they manage to extract it from the RAM which is pretty difficult and usually not even attempted. That could be down to shitty Chinese internet than it is the VPN. What servers are you using? Depending on the time, there might be hundreds of others on the same server, US servers are usually pretty full and slow.
