Win+X+U+U opens your browser by default.

The shell is the user interface for your computer. For you it's the graphical desktop minus the applications you use through it.
When you hear linux people talk about shells they mean a command processor that can be used to run programs and redirect their input and output around. The input and output only support binary streams, most often text but also raw device control codes for teletypes and text terminals from the 70s. Because of this it's required that you use the shell through an emulator for one of the devices mentioned. And practically everything the shell and applications do with the terminal device emulator is print text to the screen, when these terminals are capable of drawing graphics and double height text among other things.
Linux people also think this is a good thing because they understand printing streams and therefore feel like they really know how computers work, unlike you.

Powershell is for windoze. It is preinSTALLED, but you can download Powershell core 6 or something on Micro$oft's GitHub.

Meta is open new terminal window is theres none, or bring console window to focus if its open, or open new tab if its already open and focused.

Xdotool for sure but i dont remember if there something else. It checks for instances of "konsole" in active windows, if theres none it opens a new one, otherwise it checks if the open one is focused and so on. Global shortcut to the bash script in kde. I really dont remember the details, ill check tomorrow if i have time, about to go to sleep.
Its nothing complicated tho.
