Why do you care about default configuration anyway? There's no screen tearing and it says right there in the terminal which theme to use to achieve this. And KDE is arguably the best DE at this point.

kde has a long tradition of being very customizable. They try to make it modular and do their best to keep features in as long as people want to use those features. Lately there has been a fair amount of bit-rot but unlike gnome, kde devs try to at least keep around as much as possible so that if someone wants to fix a feature and keep it around they can do so more easily (i'm thinking of kwin tabbing/grouping while I type this...). KDE also has a tradition of not assuming how the user will want the desktop to work, so it provides sane defaults with the expectation that most people will change the configuration.
