Nocua's TR4 cooler that fits is a 4U case. i forget the name.

I have a Noctua cooler as well and regularly get 60C+ under load with Ryzen 3000.

my 8350 is at 1.368v @ 4.3ghz
it's stock voltage.
I can get it up to 5ghz at less than stock but have terrible cooling so i have no idea if it would be stable.

What is the best way to apply paste now that the chips aren't centered?

I'd imagine a line located in the average point between the CCXes will do fine.

To expand on this, the big variance we're seeing in temperature reports could have to do with applying the paste differently.

Put a blob on the cooler bottom plate center, apply to the chip, use concentric motion to spread thermal paste and squeeze out the excess.

For some retarded reason the default power plan in windows cranks the clockspeed at all times. If you're not doing anything that requires perfectly consistent performance just set your power plan to "power save" and it does this.
