to be fair, normie regular usually cannot find shit in Start Menu unless 5 - 500 times explicitly told where what is and you really have to memorize whatever company made the piece of software and it's not decide whenever to use folders and subfolders of shortcuts or dump them in root folder. keep in mind normie has little to none tangible idea how and why the programs end up on their computer or about their often changing branding, so no wonder MS are grasping at how to make it more clear and usable.

If you want full visual changes, the themes at DeviantArt have been there for more than a decade now. As always, they still require you to patch a .dll with UxTheme Patcher though.
I will never understand why did MS never release actual tools for official theme modding, but it's probably not going to change anytime soon if ever, so sadly, 3rd party modding is the way to go.

If it's already on Server 2012 and everything is working, don't change it. It gets security support until 2023, and by then you can transition to Server 2022 or whatever will last you the longest.
