The number of random reads/writes is what stalls your HDD, not the sequential speed which processes tab shows

Pagefile usage in Windows isn't the same as swap usage on Linux. Pagefile usage occurs no matter how much RAM is free but gets worse as the amount of free RAM decreases.

This shit happened to two laptops I installed 10 on. What the fuck is the cause? The botnet services? I want to make a 3950x build, but if I need to use 10 on my main machine I'd rather just wait more.

The reality is that your laptop was always slow, it's just how they measure disk utilization in Windows 10 that changed.

Sorry I'm a moron. I forgot to mention that the disk usage would only be at 100% right after boot, not allowing me to use the computer for about a minute. Then disk usage went back down to normal levels and stayed until the next reboot.

Actual answer is that smartscreen and/or real time protection is freaking out.
Has happened to me multiple times even on fresh installs, so I just disabled both through group policy because Microsoft wants to keep turning it on behind your back.
