Turn it off
Pour some water on it. Since the temperature is above the boiling point, it'll boil off right away without short circuiting it. Just make sure you only use a little bit or else it won't boil off fast enough. Good luck OP!

Dont do that, if its still running and you (for whatever crazy reason don't want to turn it off)
1. Use canned air to clean out all the dust
2. Check the fans, make sure they are working, if not replace
3. Tighten down the heatsink, making sure not to short anything
4. Failing that, open up the case and blow a fan at it.
Turn it off
Order a new cpu cooler and wait 2 days for it.
Install it with new thermal paste
Turn off your shitty OC if I have OCed it

delid it, you'll get 15-20C lower temps from that alone
Intel REALLY loves money so they decided to save a few cents per CPU by using toothpaste between the IHS and CPU die.

That's not even possible. Things evaporate at 100 degrees so your CPU would literally be a gas at that point.

how old is the processor? likely the TIM has baked
might consider cheking specific core temperatures. if its a single core thats overheating, you got a dying cpu
you might want to open it up before step 1
