The DRAM itself won't. The issue is the memory controller and the total extent the signal must propagate/be propagated to and from each die.
When AMD has a platform that supports DDR5 they'll be on a smaller process node, have a newer faster Bridge Chip design, and that'll improve DRAM access times.

Its not exactly an issue to performance right now though. Even with worse total DRAM latency Ryzen 3000 still outperforms Ryzen 2000 across the board at fixed frequency.

DDR5 support comes with Zen4. Zen3 parts are still using the same sockets.

Memory size and bandwidth keeps improving, but it seems like nothing can be done about the latencies in the DRAM technology.

It's because of the fucked up buggy BIOSes, it IF ratio should be 1:1 up to and including 3733 meanwhile it was switching to 2:1 ratio above 3600, no idea if there's even a fix coming for that, but I believe it can be overridden manually.
