Haha ,you guys are mocking India but there is one crucial point you overlooked ... time, India's tech scene is very young, younger than China's but yet they have better developers , tech culture has just started booming there, so they are going to get better and just like china took over world manufacturing they will take over the software market while the west remains stagnant with meme frameworks and meme languages(rust) that bring nothing new to the table. I too used to believe Jow Forums memes and I was sure that indian programmers were just bad but after looking a bit closer I found out what a threat they are and why Jow Forums is so afraid of them

A majority of Indian developers are just code monkeys that produce code but can't understand or innovate. Indian education is just a piss poor worker factory, not unlike China. They'll get the work done for a fraction of the price of a western developer, but the code quality is abhorrent at best and makes legacy support an absolute nightmare with dependency hells, hacky stack overflow fixes, and spaghetti code.

It feels weird because the question itself is just... wrong. When you ask about programming software, you are typically talking about a compiler and text editor, or an IDE, or possibly an interpreter. Execution, however, implies either an interpreter, a language VM, or it may run on the OS itself as native code. There's also the possibility that the code runs without an OS, and is executed from a bootloader, or it might be the bootloader itself.
The fact that this person works in Java makes the question even weirder, as the Java programming language and Java virtual machine are not the same thing. Java source code is typically compiled to Java bytecode and JIT compiled into machine code in the JVM. However, it is possible to AOT compile it to machine code using the gcj compiler. Further, not all Java bytecode is going to be produced from the Java programming language. It could just as easily have been produced from Scala, Clojure, or Kotlin. Java is your programming software, but it isn't your execution environment.
