sudo prompt for user password, su - prompts for root password. i guess it depends on if you use a more complex root password versus user password.

yeah, unnecessarily running every command under su is definitely the appropriate approach, sure dude
you can allow different groups and users PASSWD and NOPASSWD access to different commands
IIRC they also get logged as being executed by that user in some places rather than root which makes auditing easier on a multi-admin setup like a server

i made two separate replies, one was about serious setups, one was about unnecessarily running commands under root the other was about sudo benefits generally
even if your setup is worthless to hack, that's not a reason to be smug about your shitty security. sure it might not be problematic strictly speaking but it isn't impressive or cool either so why present it that way? unless you're delusional about su being more "correct" than sudo which is exactly what i assumed
but now i am enlightened and understand that you're just lazy

oh, i wouldn't use NOPASSWD for anything except shutdown and even then on certain systems, it's more of a convenience feature than a security feature
generally, i think sudo can allow admins to essentially disable root, and parcel out permissions to lower level accounts which eases auditing and management though increases attack surface in terms of raw area
obviously there are a bunch of exploits and sudo is no substitute for MAC but it's still a step in the right direction
