Does it matter what kind of computer to start kids off with? Should it be a desktop or laptop? Does the OS really matter? I want to avoid just giving my kids a tablet, I want them to learn.

Do your kids a favor a teach them survival skills, how to grow their own food, how to fish, etc. They will need those skills, technology won't last forever.

Literally doesn't matter what OS. Stop being a neckbeard. There are tons of programming languages and courses with python and Dr. Racket aimed at kids. It teaches then programming by playing and creating games. They need to be able to construct and understand logical sequences. It's important that they aren't afraid of accidentally breaking something. -when it comes to the internet, be very careful. Firefox + privacy focused about:config + the basic extensions are a must. Explain how bad people on the internet take information about users, but you guys are too smart to let them. Some people are even so stupid that they just shout out their personal info out to the world (social media).

Work with raspberry pi/arduino/etc project. Computers shouldn't be an "open ended" thing for kids. It should always serve a purpose. In the kid's case, building robots, automated tools, automating his RC toys, electric bike, etc. Basically teach them how to work with 21s century tools.

Instead, you should focus on raising her to be (socially) conservative and a kind, caring person, so that she will be a good wife and more importantly a good mother. This is what's best for her.
There are a few fields appropriate for women, like nursing, pharmacy, occupational therapy, HR, etc. so I would recommend preparing her for one of these. Of course, I don't mean to say she should be technologically illiterate; definitely make an effort to teach her basic tips like frequently used shortcuts, how to install add-ons and which ones are good, and any other general advice. Don't go crazy starting her out on Linux or teaching her how to program though, since if she goes down that road she will find herself the only girl in a room full of horny boys and might start enjoying the attention and turn into a thot anyway, at which point your plan will have backfired.
Better to teach her conservative values and send her into a field of mostly girls.

Get them a netbook. Cheap as chips these days and it's a good starting point. Most will run a lightweight version of Linux fine. Avoid anything Apple like the plague.
Teach them the fundamental logic of programming early (the ideas behind loops, conditionals, functions, arrays, etc), because then no matter what language they decide to pick up it will be easier.
Also, focussing on getting good at math early is sure to help as well. In my opinion being good at math young is significantly more useful than learning to code/being comfortable with virgin linux.

A nice good computer on the living room, no computer on their room until at least 12yo with good grades. No tablets/laptops until high school(that is provided from you). The same goes for phones, barebones phone(dumbphone recomended) until high school.
