I live in a shitty 3rd-world country, and my isp blocks porn sites, Jow Forums.org, and forces google and duckduckgo search to strict filtering.

Change to a different DNS, and use DNScrypt. I recommend one of OpenNIC's servers.
If the censorship is done at the modem level (your ISP would have to be retarded to do this, so I wouldn't worry), you could return them the one they lease you, then buy a new router and modem.
Use Tor, VPNs are a shitty last resort.

You probably would have to get a Jow Forums (((pass))) since almost all IPs associated with hosting providers are blocked.

Maybe you could find some small VPS provider in a free country and hopefully it won't be range-banned.

Some particularly restrictive states (usually muslim) use DPI to block sites + protocols, so changing your DNS settings would do nothing there.

Pluggable transports can get around that. meek, in particular, I've heard works quite well on even the most challenging countries.

I think your best bet in a muslim country would be to just rent a VPS in another country and then set up your own VPN, so you're not connecting to a known VPN service.
I'm living in the UK right now, and the nanny-state addicted fucks here whined and moaned until the government mandated that all sorts of "adult" sites (porn, weapons, drugs, etc) are now age-restricted where you have to enter your credit card or something on an ISP splash page. Popular torrent sites are outright blocked.
DNS encryption gets around this easily, since the ISPs really don't care and are just doing the minimum to comply with the law.

Doesn't that dialog box mean you need to restart your computer for the program to work? Try that first.
If it still doesn't work, they're doing more advanced filtering, and you need to set up a tunnel of some sort.
