Why not just turn them into vectors? Then resolution wouldn't matter. Can you imagine a vector encoder for anime that most players would support? Any fuzziness needed for special effects could be coded in and done on the client. I wonder how tiny you could get the video files using that sort of method.

That's retarded argument, in that comparison it was used to upsale 480 to 1080, whereas it was designed to upscale 1080 to 2160.
Even when upscaling 1080p to 4k it destroys background detail and looks like a shitty oil painting. And it isn't an upscaler, it's a sharpener. So the argument is valid.

4K is 4096x2160
3840x2160 is UHD
Technically speaking 3840x2160 is UHD while 4096x2160 is 4K.
Same with 1920x1080 (FHD) and 2048x1080 (2K).
