I have a general question about torrenting.

During my downloads of kinda popular files, my upload speed reaches around 10-20MiB/s.
But as soon as the download stops, upload speeds usually stagnate at < 1 MiB/s, if not stay at 0.
I'm pretty sure that my ports are forwarded correctly.

Is there some peer preference to share between already established connection with other leechers?
I don't have a very good explanation for this. Also what is up with all the people who only leech with like 10B/s or what not?
