Cheapest new would be an Athlon 200ge with an a320 board. If you stretch for a Ryzen 3 2200g, you can actually play a lot of stuff using the integrated graphics. It can play Doom at ~50fps on medium and 60fps on low for example.

200GE if 30fps at 900p is fine. 2400GE if you want to play at 1080p@60 more often. Generally at medium or low. Get a B450 board to overclock if it's a 2400G.

I can't decide which gpu to get yet, I just know I want to play 1080p at 60fps in ultra to keep my card relevant for at least the next 5 years of videogames. I'm also interested in emulating nintendo an maybe VR as secondary goals.
-rx580 has excelent value for price now but seems like its performance is just enough for today's games, I worry about how well it will keep up during the next years.
-gtx 1660 has less value for money now but much more fps which makes me think it might hold better mid term value once games start to get more demanding.
-rx 5700 it might be overkill for my needs and somewhat pricey but it is also the strongest available card in my market right now that is not ridiculously overpriced (yet) like the 2060's and vega 56's

Not unless you think you're redoing the build in the next few years. One of the big things about Ryzen is the AM4 long term compatibility: it's very possible you'll be able to upgrade to a 3900x or 4900x in the not too distant future quite cheaply. AM5 likely isn't coming until 2021 when DDR5 and PCIE 5 start rolling out, and those likely won't be affordable or really necessary until 2023/2024 at the earliest.

Look at a guide for manually tightening timings on Ryzen. You should be able to get under 70ns, assuming userbenchmark is accurate.

If you mean the ASRock b450, don't. The motherboard-side cpu temperature sensor straight up doesn't work, so you need a paid third-party tool to control the fans via averaged on-die temperature from windows.
