Because modern bloat means we need house fire level power.
It's a cheap way to efficiently move heat out into the environment rapidly enough that the parts don't self-destruct.
A passively cooled computer would have to be larger, heavier, more expensive, and would be less tolerant of being placed in confined spaces.
Because heat transfer works best by moving it in a medium.

There is no such thing as liquid cooling.
All you do is transfer heat between the chips and a radiator where air cooling takes over.
Basically a shitty alternative to heat pipes.
