Yup, although it depends on the environment. Which in 99% of the environments means it's true. People/management values "visibility" much more than solid programming, because they can't tell the difference anyway. They need to see and hear you.
Even worse, a bad programmer could (often will) end up higher in ranks because he's constantly fixing bugs for people. Bugs he created. Yet all the people see is someone that solves their problems all the time. What a hero!
Meanwhile the good programmer leaves software that always works, which is therefor taken for granted. Nobody cares about software that works, until it stops working.

I started learning basic at 8, never got too deep except to cheat at games and do random shit. Then was an exchange student in France and took a programming class with a new language. That's when I gave up and said programming languages will never get me laid but french likely will. Ended up married to a friend I met on that trip.
