Some are configured but not secured, in other cases UPnP will automatically set up forwarding.

linksys, dlink and asus routers allow you to do this off the top of my head.
most routers allow you to do this too if you just name the file into the proper format and change the extension. basically no routers check for file integrity or or any sort of headers in the actual file.
I guess the argument can be made that people who fiddle with firmware should know better anyway... still kinda goofy

most of these use some sort of upnp or nat punch through. either so people can monitor remotely or so the company that sold them the cam can spy on them. in most cases it really is just a matter of using an ip and port combination with the right video protocol. heck in past threads people would literally just open random ip addresses in vlc and it'd work out.
