Yes, it is. You can't make either one your default phone/texting app. In order for you to get a Wire message, you have to have the person messaging you use Wire. This is not the case with Signal. If I message someone who doesn't use Signal with the Signal messenger, it will send a regular text message. Ditto for calling people.

If I can use Signal to call my plumber's phone, or City Hall, or any other business, then that is VERY different than Wire or Riot.
