There are examples of preserved Roman texts where the authors complained about people spelling words that went "h"-vowel without the "h". Sort of like if you were to write "herb" as "erb" today. Now, having a centralized board or committee of sorts who decides how things are spelled, that may be a new thing, at least in the west. Although I suspect the Chinese must have had it, under certain dynasties they had extremely structured bureaucracies, and they'd need some sort of way of keeping everyone on the same page with all those thousands of characters. And it's plausible the Egyptian priesthood will have had some similar role as well. So maybe not a modern invention so much as a modern re-invention, after a period of neglect.
