Correct. I'm a poor college student, so I've been using their unlimited data plan for all my internet use. I've been on this plan for almost two years with no issues before
In the early days they use to detect tethering via the browser user agent, but I'm sure they don't do it that way anymore
VPN has always worked whenever I need to go over the T-Mobile tethering data limit, so they probably ID the packets in some way
I guess you don't remember how stationary ISPs didn't allow using routers and NAT, allowing only a fixed number of end devices per customer to connect directly to the ISP network. Only after Wifi has become popular they gave in and allowed routers (but now they are forcing own routers down the customers' throats to stay in control of their LANs).

set your TTL to 65 on client devices and use a VPN and it should go away, also works for carriers that limit your mobile bandwidth while tethering.
