Just bought this laptop's older brother, the Strix III Hero w/ 2060 & i7-9750H.
So far it's an absolute dream. Not a big gamer (other than some Minecraft, TF2, and Borderlands) snd the specs work great for my use case (software dev).
RGB is a bit gaudy but you can't get good specs without the whole gamer aesthetic nowadays
Most laptops have crappy build quality, and the gaming ones are no exception. If something looks flimsy it's very likely that it will break over time.
Get a refurbised Lenovo thinkpad P51 if you want something that will last for more than 1.5 years.

If you're not a complete retard, I reckon you should consider the Xiaomi Notebook pro. Shit's fucking dope, it's not the best for games, but it's really well designed, cheap as chips, standard off-the-shelf parts, no weird chinese shit, usb c charging and meets pretty much everything you're aiming at. Only problem is it comes with chink windows which you'll need to install over and it doesn't have thunderbolt, but no major loss there.
Otherwise, best bets are either Razer blade or dell xps line.

That doesn't look too bad. My gtx 1070 is great and that should be close to it. Just remember as the other anons said they can get hot and loud when at load so a base/fan is a good idea. Plus you won't really be gaming very long on battery so even if you do it'll be throttled to half power or less.

If you want cheap and good specs then yes, you'll be getting a gaming laptop. The only problem is that they will look like shit, you'll be wearing headphones to drown out the noise of fans when doing serious work or gaming and they usually have crappy build quality, so expect hinges to break etc. Sadly there isn't much you can do except add more to the budget and get something that isn't a gaming laptop.
If those specs are actually for studies and have decent internet at home (unis usually have good internet), you might want to consider leaving a more powerful PC back home and just using rdp to connect to it from a cheaper laptop.
