Well the only other thing and this is a last resort. I've done this before when I moved cities and had no freinds I went to the local libary and almost every library has an anime club. I met some like minded folk and got some IRL friends that way, but I will admit it is embarrassing as a twenty something to be around kids, so If your a bit to old man just stop being a pussy and go to a fucking pub. getting pissed in the pub is a good way to get laid.

The last bit of advice I could give you is that you seem to lack a lot of confidence and I know you've heard the confidence solves everything meme, but If you really can't find anyone to through a party with just crash an acquaintances party even if you aren't invited.

Confidence solves everything is false, at least with Wellingtonians.
No one's confident, so they get rather quiet when I am which leaves me with no social cues to pick up on.
Also, no acquaintances either, I really am totally friendless.

The only other thing I could think of is to pester a class mate in your uni to go out on the town if you lack the confidence I'm telling you man getting drunk is the best way to ask out chicks. I could never ask a lady out if I'm sober, but If I'm drunk it's hard for me to not ask a lady or man out.

I just can't relax in public like that, however much alcohol is involved.
It has to be an inherently loose social setting, i.e. a party. Or just a small get-together, but that would mean having friends.
