I'm from São Paulo. It's the largest city in the continent, so I think you'll be fine.

Then I think São Paulo or anywhere in the Southeast is a good idea. I don't know much about jobs in IT because it's not my area but the city I'm going to live next year, São José dos Campos is in São Paulo and it's called the brazillian silicon valley. That city has one of the best universities of the world (ITA), you can try to do a postgraduation there while you discover things about here, they pay you to study. We are short on jobs so the new government is trying to erase some laws that protect the workers, take care
