2. Let's stop forcing memes and commiting borderline spam.
3. Let's try our best to make high quality, high effort threads.
4. Let's try our best to help each other to turn this into a good board.
5. Let's bring back the old Jow Forums newspapers.

I'm gonna call bs on this. People don't stay because if you're an outsider, [s4s] and Jow Forums offer the same plethora of inside jokes and nothing else, so they will naturally go towards the more active one. As unpopular of an opinion as it may be, I think that k-pop general and cirno/2hu threads having constant status on the board are good for recruitment, since they are good ways for people to jump into the board by finding a constant topic they enjoy. The next step for us to actually be good is to consistently output long, discussion or specific question based threads that someone is keeping alive until 404 (~1week of it is engaging). Basically #3.
#1 seems kind of pointless, plus newfags will feel a sense of community as they learn all the current inside jokes. Also good luck convincing people on this. Jokes die naturally, so this kind of happens passively without us doing anything.
