It doesn't apply in this case anyway since PISA is measuring 15 at or near the end of their (usually) compulsory primary and secondary education and the Swiss model starts at 16, making it a form of tertiary education. Pearson measures that and Switzerland does score quite high, higher than Finland iirc.

I've met quite a bunch of foreigners and their impression has never been "close minded introverted drunks" more like "funny culture and language, honest people, clean country".
