The peace of 1871 wasn't lenient nevertheless. The Prussians didn't just annex Alsace-Lorraine, they also forced the French to pay an indemnity of 5 billion francs, a sum considered so enormous at the time that Bismarck's personal banker, von Bleichröder, thought that it would cripple France for thirty to fifty years, while Bismarck himself at least expected France to be crippled for the foreseeable future, or to form a more conciliatory monarchist or Bonapartist government that would be willing to trade lowered payments for more pro-German policies. And for the first time in his political career, Bismarck showed an uncharacteristic lack of foresight. Neither hypothetical came to pass. The Third Republic was able to pay the sum by September 1873, some two years after the peace, a swift payment that caused a stock market boom and an asset bubble in Germany.
What Bismarck and informed commentators like von Bleichröder failed to grasp was that the growth of modern finance and international markets meant nation-states could mobilize fiscal resources in hitherto unprecedented amounts. The peace of 1871 was a political blunder that only fueled French Revanchism, although this wouldn't have been much of a problem had Bismarck's successors been able to maintain the German-led European order that he built.
