I'm from Helsinki so I mostly deal with people from Tallin, 90% of which know basic finnish. Makes it hard to say, but barks and commands and such are intelligble. The grammar and root of words as well. I can read signs and menu's and such if I have time to focus, but it's not just another dialect, it's a separate language.

That's too risky, you would then technically be the importer and in trouble if caught.
