If you want a thread to gain replies it is important to farm it. See what replies you are getting and work with them. Inject subtle bait into everything you post - don't make it too obvious if you want to keep the thread decent quality because that will attract shitposts. Just shit that's subtly wrong in ways just obvious enough for more discerning anons to feel like they can show off their intelligence by replying.
If I want to make a low IQ 300 reply thread I just use blatant bait, shitposts and make stupid posts that many anons will feel the need to react to with le epic reaction images. If I want a high IQ thread I will start with some question usually and then engage with the first responders for a dozen or so replies, keeping it respectful but also making errors that keep them engaged.
The funny thing is that Jow Forums made me very good at starting and holding conversations in real life too. We're all gonna make it bros.

I guess I should elaborate on why farming is needed.
Most anons seem to navigate the site catalog-thread-catalog-thread-... , scrolling down until they find something engaging. Engaging can be an OP that catches their attention with the picture/opening statements or a thread they have already engaged in. Since everyone scrolls downwards from the top page, the threads with recent replies have more chances to snag new people. Same applies to those still using the old method of just going down the pages, to a larger extent. Reply count is important also because when anons see that a thread is getting replies there is more chance that there's something they will want to read or reply to themselves.
Many threads get made, get no or few replies, and die. You need to keep yours near the top of the board for a while, get a few anons who will return to your thread because they have already replied to it, engage with them and thus garner a positive feedback loop of attracting more involvement.
