Locsin and the Bisayan Duterte shithole goverment s trying to deflect the blame the best he can by pointing fingers at GMA and PNoy.
If Locsin were a good leader (he is not), he would have already accepted responsibility for what happened under his watch. He would not have blamed prior administrations for the data theft that occurred while he was DFA Secretary. He would have called for assistance from other government agencies to both re-acquire the data and punish the group that took it. He would have publically apologized to the Filipino people for his agency's failing, and pledged an action plan to correct the mistake. Then, he would have worked diligently to accomplish the plan he set out.
