Last year the total cost of the stipendium hungaricum program was $19.5 million, if you look at per student prices an international student costs about $6k, while a hungarian $1.5-3k
International students get housing aid while hungarans don't.
But these are problems with the government, not the students, they just take the given opportunity

Also probably most of that money is from the eu, but a lot of hungarian students don't even consider uni bc they or their family couldn't finance the rent in the cities, and maybe that's a more urgent problem.
