I don't know how Tlaxcala and Jalisco actually got their white banners changed, also I think Yucatan still used the one with the white stars until some years ago, I assume it mostly depends on the state proposing a new flag for itslef
I think the people need to first care and then ask, ive seen the Edo Mex flag on my pic being used far more often at least amongst circles that actually care
