I think this is true, but just boiled down so much it loses it value. You will eventually make money and connections if you "outwork and outlearn" people in a certain field. For example you go to university with very little money and very little connections, you outperform every single person in your class and graduate at the literal top, money and connections will follow. (if you studied a worth while degree)

I think the advice tries to convey that it will eventually follow if you put in the effort not that money or connections is not important. Otherwise it would have been a stand alone quote. "It's not about money or connections" which people can rightfully laugh at and mock.
