Yes it's extremely common, I've experienced in kindergarten, elementary school (a lot), middle school, high school (a ton, by teachers and classmates), and university, and also at family meetings and social events. This is why I don't leave my house anymore.

not really in my country, at least not as far as i know.
In elementary school kinda, but nothing too much, HS not at all. We were pretty rough to one another, but it was never one sided. One day 160 cm nerd would get his pencil case filled with snow, second day 190 cm jock would get his shoes buried in snow, the next day some other dude would get hit backpack filled with coffee and sugar by the first two and so on.
