Yes, this sort of behaviour is common. Chinks in SEAsia, pajeets and lebs in Africa, Armenians in the caucasus and middle east, tutsis, etc and so on. It's not so much about being the elite always as it is about some minority group wielding disproportionate amounts of influence.

The reason jews are so infamous for it is that their entire population was diaspora for a very long time, and their power was never grounded in military force as is more often the case. Usually these minority groups get absorbed by the host population and integrate with the native elites or hold their position openly through force.

It's not just envy, either, usually the existence of minority groups like this allows them to outcompete individuals from the surrounding population due to connections, nepotism etc. People are naturally pack animals and when they sense that their pack is threatened they close ranks. So while Jews may legitimately use their intelligence, connections, accumulated wealth etc to outcompete the natives, the natives may legitimately choose to use numbers and violence to fight back. It's not an evil plot by either side, these forces are larger than any individual and very difficult if not impossible to stop without either side getting a shitty deal. The early stages of jewy diaspora behaviour, for example, is something I see even among Latvian diaspora abroad - the difference is that our people generally integrate after a couple of generations while Jews do not. Their group identity is much more hardened and adapted for long periods of existence as a seperate diaspora.
