I think pumping US treasuries rn would have a minimal impact though -- these suckers need to dump.
If they do devalue their currency, it could make TLT go up short-term, but that would probably just result in a reactionary flow out of TLT and into SPY, DJIA, etc.

USD right now has a tendency to go up (rates high, low unemployement, etc). I think the chinks will want to lessen their exposure to a toxic asset (the USA).

Although central banks don't have an inherent need and lust for being profitable in the same manner as corporate banks, I heard that they aren't holding USD straight up as currency reserves, so most of it is in stuff like treasuries. I'm fairly certain there is no cap on how many treasuries they could buy or for how long they would hold onto them, only that the trade-off is how much they are willing to devalue their own currency in the process by introducing more of it into circulation in the process of buying US treasuries

Most ML is still not readily or easily profitable yet either, so GOOG, FB, AMZN (mere "data exploitation" companies as you called them) that hold a monopoly on competent data scientists are the ones doing almost all the innovation in ML over the last 5 to 10 years. GOOG employees wrote most of the research papers and good content that I go through for ML projects
