The 15 planned are planned to replace others in the 24. The way it works is that an aircraft carrier is planned to operate for 50~ years and be replaced, so some of those 15 carriers are "planned" in like 2040 and have nothing more planned because it's assumed we'll have better technology by that time that can't be meaningfully predicted.

Ours got decomissioned, we only have a Helicopter carrier for humanitarian missions and a Assault Ship, if that fits in the "aircraft carrier" category.
