Probably Kalmar, the city core is probably the most intact in Sweden and the castle is both close and quite stately from the imperial era.

Visby is more culturally active though, but its from another age and not a base of modern Svea culture.

We have many such cities. Many have been capitals at one point or another. One of our cities even used to be the capital of Denmark at one point in time (we conquered it). Maybe that's our Kyoto?
