as far as I know the reason for this title is that whichever city or town is named as "capital of european culture 20xx" will get a ton of EU funds to develop its infrastructure, refurbish its cultural institutes, and revitalize it by building new stuff, such as concert halls, museums, etc. so that the town's economic situation improves and will hopefully become a tourist magnet
